What operator training should be included with paper machinery?

Where several shifts operate, keep a second trained person per shift, since concentrated competence in one person converts a routine absence into a production risk.
When should training be scheduled in the project plan?
As a deliverable with its own dates rather than as the last item of commissioning. Training squeezed into the final two days, delivered while installation problems are still being solved, is remembered by nobody and often delivered in the wrong language. Place initial training before production start, with a second session after the first month of running when real questions exist, and hold a review after the first format changeover. Suppliers can usually accommodate this scheduling when it is written into the contract at quotation stage rather than requested on site.
